In office environment employers should move more towards flexible worktime.

When I worked as a programmer (and a system administrator before), I came to the office 2-3 times a week.
In the 2000s, everything was a bit worse - the practice of remote work was still unusual here (and due to technical reasons, of course), and you had to be in the office, even when there was no work at all.
It depends on the team and bosses to a large extent, but many start drinking at work in such a situation.
