Are Balkan Slavs ... Slavic?

I believe a lot of Balkan Slavs are only Slavic linguistically. Most Balkan Slavs score only 4-20% Eastern European. It shows that the Slavic migrants had a relatively small influence on the Balkan genepool. Some could even say smaller than the Spanish influence on Amerindian genepool.

I'd go so far as to say all Balkan people, including Albanians and Greeks, have noticeable Slavic ancestry.. but it seems that Serbs, Croats and Bosnians have the most in the Balkans, such that it's actually not negligible.

It's not entirely negligible, yes, but the influence is smaller than Spanish influence on Amerindian genepool in Mexico and such. I score only 6.6% Eastern European, my dad 15% Eastern European, and my mom 4% Eastern European. We're not Slavic in the sense of being as Eastern European as the Russians or Polacks. We're far more Balkan/Southern European/Mediterranean.

The question about how much slavic ancestry exists in the Balkans will be solved only by ancient dna.
There was a study that had two iron age persons from Bulgaria.

P192-1 and k8 are the individuals from Bulgaria.

According to this admixture analysis they seem pretty similar to Italians as I see it.
Both already had considerable amounts of northern Dna.(blue that peaks in Russians)
If this is true then Slavic input at the Balkans is less than some previously thought.

Slavic-ness in the Balkans is mostly a cultural-linguistic phenomenon than a biological one. The Slavic invaders mixed with the native proto-Romanians/proto-Albanians/Greeks/Thracians/Illyrians. They're Slavic as much as Germanized Slavs in Northeastern Germany are Germanic.
