no, but even in Portugal probably around 50% are, I'm talking babies here, until age 2 or 3.
I was almost platinum blinde until I was 1 years old, remained blonde for 4-5 years, then light-brown to darkish brown until 16, and today I'm black haired pretty much.

Lol they are not, maybe in Scandinavia 90% is as I saw some group pictures of Finnish children that all were blond.

It depends how young these children actually are ... as surely 2 years old children are lighter than let's say average 7 years old child.

These are some Polish preschoolers. Maybe 50% is blond? Few of them have platinum blond hair colour which is virtuallly non-existent among adults in Poland.
