IMO the darker the hair and the whiter the skin together is the epitome of white. This can be said for a lot of English.

I don't know, I have black hair yet never in my life had I been referred to dark until I joined here (unless I was very tanned in the summer) because my skin is naturally extremely pale. Usually such name calling is out of insecurity. Dark hair is beautiful, I honestly prefer it to lighter hair on most people.

I also think tan skin looks better with dark hair, I can't stand the look of people with hair lighter than their skin it reminds me of an oompa loompa
