Everything is relative, the Roman Empire was militarily a perfectly oiled machine, and in the other hand in Literature Spain has Miguel de Cervantes, Lope de Vega, Francisco Quevedo and a lot of more writers and poets of its Golden Age, plus painters and sculptors http://en.wikipedia.org/wiki/Spanish_Golden_Age
    They were in top ever.

In the west almost all Spain had been subjugated, except that part which adjoins the cliffs where the Pyrenees end and is washed by the nearer waters of the ocean. Here two powerful nations, the Cantabrians and the Asturians, lived in freedom from the rule of Rome.")

People tend to forget here that the Roman Empire was a huge country, not just Italy. Many of the important Romans you know were from all over the Mediterranean.

In order of historic importance and protagonism.

1.- Italy and Greece about the same.
2.- Spain. and England, althoug maybe Spain gets the heads because having discovered Americn explored and conquered half of the world and originally coined the Frase:"The Empire where the Sun never Sets).
    3.- France.
    4.- Portugal and the Netherlands.
    5.- Austro-Hungary.
    6.-Germany.

The Battle of San Pasqual was a military encounter that occurred during the Mexican-American War in what is now the San Pasqual Valley community of the city of San Diego, California. On December 6 and December 7, 1846, the Californios, and their Presidial Lancers, led by General Don Andres Pico, (1810-1876), defeated Stephen W. Kearny´s US Army column of 150 men.

Not including the Greeks, the Romans made Europe into modern governing states.
