Yes it's a practical solution. London has a lot of great parks and lots of new trees have been planted, but balconies and roof-top gardens saves space for gardens on top of stores like Harvey Nichols, etc, and also it's a nice way to view over cities. There's also seasonal open-air rooftop cinemas, roof-top ice-skating rinks (over the London Aquarium) and quite a number of rooftop restaurants and bars, and even a rooftop cinema with sauna baths in London. I think people like to experiment with new ideas, like with the boating lake and mini-golf which was on top of the Selfridges department store on Oxford St during the London Olympics. The cable cars over the River Thames by the Millennium Dome and the BT Zip Wire idea which was tried out in Victoria Park are great ideas too and saves congestion at both ground-level and on the congested public tube transport deep beneath the city.
