Yes, Päts and general Laidoner- the leaders of the pre-war Republic
in the picture.
Konstantin Päts (1874-1956) as State Elder/President was the head of the state in 1933-1940.
General Johan Laidoner (1884-1953)-Commander-in-chief of the army- the co-ruler of Päts.

Tallinn used to be a very beautiful city. The Vanalinn still is. But all that Soviet architecture, eugh.

It may be hard to believe that Narva was said to be a beautiful baroque town before the war.
