Because technically the defining feature of most ‘ugly’ women is that they are either obese or are somewhat more masculine in appearance. These women most likely possess more testosterone. It depends on culture or phenotype. I like women who are somewhat hard in appearance (many Nordid women) but feminine in behavior and at least lower body.

1) Nope. If you like dick you'll do whatever it takes to get it. That includes dieting, getting plastic surgery, and paying for sex.

2) Ugly women have lots of mental issues, you should stay away from them.

Stupid generalization but the less successful men and women are in dating the more desperate-ish tend to be and commonly lowering their standards. Chances of getting in are more limited so more effort is done to get and to continue to get.
To a starving man a simple sardine tastes like the best delicacy and feels like a feast.
