Yugoslavia functioned on USA money, and balancing between East and West. He did not reform anything, Yugoslavia mainly produced raw materials, light industry was close to none.

Even so, if anyone wishes to include either those two or any others I haven't mentioned, feel free to do so. I also forgot to include Poland's General Jaruzelski, who became quite repressive in the 80's, especially towards the emerging Solidarity trade union movement.
