South east England smartest in Britain? Well, the Anglo Saxon is strong there

London is located in south-east England. London's urban area is the second-largest in the EU with a population of 9,787,426 according to the 2011 census. London's metropolitan area is the largest in the EU with a total population of 13,614,409, while the Greater London Authority puts the population of London metropolitan region at 21 million.

45% of the population in London are classified as 'white British' (meaning residents living in London who come from anywhere in England, Scotland, Wales) and the other 55% of the population living in London are from immigrants who come from all over the planet.

Also, people move around Britain, and also Brits emigrate and new immigrants move in too. The south-east may have had a strong 'Anglo Saxon' presence 1000 years ago, but wake-up now ... this is 21st century Britain.

The south-east has the highest IQ in Great Britain... lots of A-list Hollywood stars like Angelina Jolie, and leading models like Kate Moss and Lily Donaldson, and entrepreneurs and writers like J K Rowling, and leading singers like One Direction, have bought homes in London, flood defences are in place, the worlds first complete bionic man was recently created by scientists in London, London ranks second in the world for the best student city, England will host the World Rugby Cup next year, London has the highest amount of higher education in Europe, the worlds greatest music arenas and sports stadiums were built in London, new cable cars over the River Thames, driverless hubs will be in British towns and cities by 2017, the Skylon space-plane is being funded and built in Great Britain... London will host the 2017 World Athletics Championships.... the list goes on still. You call this a 'decline'.

Oh, and Great Britain ranked third in the world in winning gold medals (after the US and China) during the 2012 Olympics (London is the only city to host it 3 times.)

British teenagers have lower IQs than their counterparts did 30 years ago

Tests carried out in 1980 and again in 2008 show that the IQ score of an average 14-year-old dropped by more than two points over the period.
Among those in the upper half of the intelligence scale, a group that is typically dominated by children from middle class families, performance was even worse, with an average IQ score six points below what it was 28 years ago.
The trend marks an abrupt reversal of the so-called "Flynn effect" which has seen IQ scores rise year on year, among all age groups, in most industrialised countries throughout the past century.
Professor James Flynn, of the University of Otago in New Zealand, the discoverer of the Flynn effect and the author of the latest study, believes the abnormal drop in British teenage IQ could be due to youth culture having "stagnated" or even dumbed down.

Yes, I call it a decline. At this rate, your youth will not live up to the legacies you're mentioning. That is the definition of a decline.. Keep in mind that most people are still White British though, so there's potentially hope that they can keep things functioning.

It's quite possible that they have a lower average, but a higher ratio of highly intelligent individuals. This would explain why they have contributed so much to the world relative to their size.
