With that said, there are some decent centrists in Latin America. On the Left you have Ricardo Lagos, Michelle Bachelet and Nestor Kirchner (if only he stayed alive and thus his wife didn't take over!) On the Right you have Sebastian Pinera and Vicente Fox. The main problem is Leftists such as Chavez and Rightists such as Uribe (as I have written before, those two were in many ways kindred spirits, despite their ideological differences).

And in the left side don't forget the rapist/autoritarian Daniel Ortega (Nicaragua) and the thief Mauricio Funes (El Salvador).
And in the right side we have two heavy weights, huge scammers like Carlos Menem (Argentina) and Carlos Salinas (México).
Well... those are only a few examples, but for sure we can find a collection of them.

Imo an even more contemporary version of the Chavez-Uribe phenomenon (and one that arguably has even greater repercussions for global affairs) is that of Erdogan and Netanyahu. Their constant bickering and pointing the finger at each others' regimes and countries ultimately masks the fact that, just like Chavez and Uribe, they are actually very similar in many important ways, and not in a good sense either.
