    I think networks and infrastructure which are natural monopolies should be state run. So my answer is electricity supplies, railways, telephone supplies, water supplies. Obviously private company can run the services (ex, private trains, private energy producers, private telephone companies ecc.). Healtcare, Educatiion, military also have to be public: military is public good non revalrous and non excludible, healtcare and education are club goods, but i think they have to be universals, obviously privates can own their healcare and educational structures.

    Remember that most of those are very broad categories - e.g. "Education" includes everything from schooling a 7 year old to offering higher education. Similarly, "Healthcare" can include everything from emergency medical care to cosmetic surgery.

    Nevertheless, I believe Healthcare and Education should be predominantly state owned/funded. Education should be free and compulsory from the age of around 4/5 until 16. From 16-18, it should be free and available for all, but not compulsory, since not everyone is academically minded. University/Higher Education however, should not be mostly state controlled, though loans and grants should be accessible to all, so that everyone gets the opportunity to attend (if they satisfy the academic requirements of course).

    Healthcare should be free at the point of use, for those who need it (note that "need" does not include things like cosmetic surgery if you don't like your ears, nose or wrinkles, if you want cosmetic surgery find a way to pay for it).

    That being said, whilst Education and Healthcare should be provided by the state, I believe that private institutions should be free to provide alternative services alongside them, for those who are willing to pay for private schooling or healthcare.

    Now the railways is a complicated matter. From what I know, when Thatcher privatised things like British Airways or British Telecom, she said the Railways was an issue she would rather avoid. I think the current complex semi-private semi-public setup with the UK Rail industry has both its strengths and its weaknesses.

    I am off to the shower now, but I will be happy to discuss all these things later on.
