I'd argue that it was possibly the Brazilian military junta (1964-85). Both in relative and absolute terms, it was much less murderous and repressive than the dictatorships during the same period in the Southern Cone and Central America. Furthermore it was, needless to say, much less repressive and overbearing than either the USSR or its numerous client regimes in Eastern Europe, Africa and the Far East. Basically, provided you stayed out of political activism, chances are that you could be left alone in that regime.
