Government could 'soft' force them as you have already mentioned with policies. Let me give you an example:
If we had 4 new laws in Turkey such as:
1) Government will pay 200 YTL on a monthly basis for each new born baby considering the date of birth will be earliest 01.Jan.2015. And government will support by default up to 5 children for each marriage. If the children are outside of the marriage, then they are not entitled to get the payment, unless the parents will get married.
2)Maternity leave for women will be increased to 12 months. And the maternity payment will be exact the same amount of their last salary or the average of the salary they made (whichever is greater).
3) The government will offer free kindergartens for working parents,who got lower income than 15000YTL (after tax, annual income).
- The kindergartens will accept any baby that is 12 months and older.
- The opening hours will be between 06:00 am till 09:00 pm from Monday till Sunday.
4) Parents having +2 children and having an income of 15000YTL (after tax) or less on a yearly basis will stop paying taxes or they will pay less taxes.
If we ever had laws like these 4, then there would be a huge baby boom in Turkey but I highly doubt that there would every these sort of laws.

In 2013 the total fertility rate was 2.07. This is 0.3 points below the natural replacement rate (2.1). And I doubt it will ever significantly increase. No, Turkey is getting more and more urbanized and "Westernized". I also believe the Kurdish birth rate will decrease as well. We're already in 2015. It would be very intesting to learn their current birth rates (2014-15).
