Israel.
Although, Colombia was shaken by one of the deadliest civil wars in modern history, the state has been battling leftist rebels in an orgy of violence that has left 220,000 dead and has become the longest running civil war in the world.
The place is still a brown corrupt third-world shithole where you will get scopolamine'd and have your shit stolen if not outright kidnapped by poor Venezuelan immigrants/FARC remnants/regular criminals, they're still stuck at exporting mail order brides, men who fuck burros, people living in sewers in Bogota, government engaging in stupid wars versus cocaine exports (which it should legalise) and economy is lagging behind.
They take pride in Colombian stuff, but they're willing to go anywhere in the world as long as it's convenient for them (like "Viva Mexico cabrones!" from an illegal Mexican in the USA lel). They're just a race of hypocritical savage roaches.
Israel is not exactly a beacon of pluralism (half their population are pretty much Arabs) and democratic principles in a turbulent part of the world. Ironically, in the Middle East, self-governing, independent countries are mostly shitholes. If they're rich, they're still human rights disasters.
Both sides of the Israeli-Palestinian conflict have been guilty of war crimes for decades, most of which go unrecognised and unpunished. Ever since the 40's, Israel has been accused of the killing of civilians, forced evictions of ethnic peoples, and the torture of prisoners.
Since the 1940's, over 90% of casualties in the conflict have been Arabs. In the past couple years the ratio of Arab to Israeli deaths has been 500:1. The Gaza Strip is literally an open-air prison.
If there’s one thing that resonates to the core of the human conscience, it’s the death of children. Neither side of the conflict seems to care. And it's only used for propaganda.

Anyway, the ICC announced yesterday they have the right to investigate Israel and Hamas killings in Gaza.

I suppose it could be argued that Israel is partially a threat to world peace (or rather, how people react to it is), whereas Colombia is only really a problem to itself and its neighbours (the exporting of cocaine and cannabis notwithstanding, though even on this from what I understand Peru and possibly Bolivia have actually overtaken it).
