It's only the propagandists of established Western doctrines who want this to be about sexual discrimination. They want everyone in the West to believe that Russia is the ultimate oppressor on planet earth. It serves a double agenda: To divert attention from more important concerns, and to nurture existent anti-Russian sentiments. Westerners are supposed to feel the high of an imagined freedom and be kept unaware of anything important that is going on. They think it's great if people are on fire against made up injustices somewhere else. With nothing but false ideas in their minds Westerners can always pretend to be privileged and superior, and that's the most fertile soil for policies that go directly against their interests.

I am not sure who is crazier. Russians banning transvestites from driving or Swedes producing animation named "Vagina is cool" ( Shouldn't be hot?
