Default China or India: which is worse for human rights?

This is a perfectly serious, legitimate, non-trollish question. While it is true that India is a parliamentary democracy with a (more-or-less) free press and China isn't, at the same time for certain crucial groups - women, homosexuals, the poor etc. - India is in most respects considerably worse. Furthermore, the Indian army and police appear to be no less prone to perpetrating beatings, tortures and assassinations than are their Chinese counterparts, especially in what the Indian Government calls "Disturbed Regions", such as Jammu, Kashmir, Manipur and Tripura.

The Chinese government is actively worse in human rights by repressing the freedom of speech and other lawfully protected rights as per their constitution.

The Indian government is worse for human rights due to its general incompetence. The Indian government is better than China's in upholding the general democratic rights of the population, but it's incompetence leads to mass human suffering for it's millions of people.

The Chinese government's active and focused resolve in economic development and building widespread infrastructure, as well as it's full fledged devotion to industrialization improves the living conditions of hundreds of millions of it's citizens.

I think in the long run (within the next 30 years), China will have a far better human rights situation than India because it's citizens will be living in a developed country, be educated and have generally good material lives which will in the long run cause them to demand that they live in a society in which their rights are protected and the rule of law is predominant.

Both India and China have a bad record when it comes to Human rights.

In China it's mostly government sponsored,in India it's more of a societal thing.

As far as disturbed area are concerned, yes India has a terrible HR record there. It's because of that draconian law called Armed forces special powers act,a special act which gives the defense forces extraordinary powers to deal with the exigences.

On paper China, but practice makes India gain on China in this regard and that evens it all out. It doesn't matter if your government is democratic if there's corruption everywhere and rural mobs do their own thing.

On paper is probably China, on Reality, India.
You can more easily change the laws, than you can change the society's thinking.
