I think the best measure of whether a society is oppressive or not is whether people want to flee it or migrate there. As far as I know, both whites (from the rest of the world), and blacks (from the rest of Africa) were flooding into South Africa during Apartheid. The USSR by contrast made it illegal to migrate to the West, such was the volume of people wanting to escape, and the same for all their Communist satellite states.

There were Whites persecuted by the Apartheid regime too, such as Ruth First.

South Africa was much better off under apartheid than it is today.

Whatever their numerous differences, Communism and Apartheid also had some things in common: both were totalitarian ideologies which negated the individual, and in its place imposed highly contentious collective identities on people where, moreover, one group was deemed to be the saved (the proletariat, Whites) and another group the damned (the bourgeoisie, Blacks).
