But everyone can see them, the rep comments can only be seen by me, the person I sent them to and the admin (if they decide to look).
Some things are in rep comments for a reason and are not to be broadcast to the world.

Private messages can probably be read by the higher levels of Admin. I had a forum before and could do it (although it wasn't VB).
I couldn't care less about Mods seeing most of the stuff, just that some of it isn't what I want the Apricity unwashed masses to see.
