I'm not even convinced that Putin is really running Russia. Several people have pointed to Vladislav Surkov as the puppetmaster. Some even suggest Dugin

Medvedev is unlikely because he represents moderate liberal camp within government. He is well respected for his decisiveness in August 2008 but some of his internal policies weren't best for the country.

Surkov is unpopular. People believe he's serving interests of big capital in Russia and doesn't care much for the people.
