This has got to be the most interesting thread (to me, at least) that I've seen on TA in a long time. Very interesting. Also, this is the first time I've seen the word, "Ibero-America." Is this word common in Spanish-speaking countries?
In my own experience I have come across, here in America, Latin Americans who had a 100% European (blonde, or red-haired) parent, however I can only think of maybe 3 or 4 times I've ever seen such examples.

I lived in Mexico city briefly as a child. I remember seeing a few redheads and blondes in my class. But outside of that small area, I saw two who were both the children of a family friend of ours. I also have some relatives (distant cousins) there that are blondish. They are upperclass and descendants of an American Expat and my 100% Spanish Great Aunt.

An ukranian town in the Misiones province, a lot of dinarics and diferents hair pigmentations.
Welsh towns in the Chubut province, not as blond as the other videos.
