This has got to be the most interesting thread (to me, at least) that I've seen on TA in a long time. Very interesting. Also, this is the first time I've seen the word, "Ibero-America." Is this word common in Spanish-speaking countries?
In my own experience I have come across, here in America, Latin Americans who had a 100% European (blonde, or red-haired) parent, however I can only think of maybe 3 or 4 times I've ever seen such examples.

In my country it is often used, specially among the academic circles.

Umm it depends on where you are to be honest.

If you go to a working class neighbourhood you'll barely see any.. at my Uni blonde girls are not hard to find at all on the other hand. Blonde guys are much more rare though.

Argentina es uno de los pocos países donde se pueden encontrar gente rubia hasta en los sectores más pobres. No digo muchos pero que los haylos hay.

Tal vez en las provincias más mestizas se dificulte la cosa( Jujuy, La Rioja, Corrientes) pero hasta por ahí nomas.
