It's not the muslims but the millions of ethnic russians that lived in former ussr countries back in the motherland that are responible for the reatively low fall.
Today the birth rate in Russia is better that in most Europe and the fertility rate of ethnic Russians is about 1.7 the same as the rate for white people in richer countries like France or UK.
Most of the "muslims" in Russia don't even possess the Russian citizenship and won't get one pretty soon, they are immigrants and can be expelled pretty easily, they tend not to commit crimes.
