Nope, you said Estonia ahead Russia in everything related to economy. I asked to elaborate, you linked gdp per capita.
Concerning differences, eastern europe mostly at same level, though small countries usually in slightly better state than bigger ones, because they are easier to control/manage and their gdp can be easily boosted with some infrastructure projects financed by EU.

In the recent years, all of the countries from the ex-eastern bloc have had their gdp per capita grow relatively fast. However Estonia has been doing extremely well, as well as the Czech republic and Poland and generally those countries from central Europe. As recently as 2014, even Romania had a 2-3% growth of its economy if I'm not mistaken.
