Not even all Kajkavian speakers can properly understand that micro-dialect.
Have you ever been to Slovenia ? Did you know, Slovenia has around 50 sub-dialects ? For instance, people from Prekmurje understand Croats better than other Slovenians. West Slovenians close to Istria can't really understand Slovenians close to Austria, so ?
It doens't mean Slovenian language doesn't exist. And belive me, it is 10x more diverse than Croatian, despite their country is so small. It is something to be proud of.

You are largely underestimating the Kajkavian population. ~40% of Croats understand Kajkavian.
Secondly, the fact that Serbia isn't very gifted culturally doesn't mean other countries aren't. There are hundreds of dialects in Slovene language, some of which are mutually unintelligible. In many, if not most other countries, it's the same case.
