That's not true at all. Sex education is very important. Nocturnal emission and menstruation should be explained to children before it happens. The latter can be very traumatizing for a girl. I've heard plenty of stories from women who thought they were bleeding to death when they got their first period, simply because their parents were too stupid to prepare them. And protected sex should certainly be explained to teens.
