This is indeed the case with bulgarians. The 2 bulgarian empires in fact are turkic and asiatic and have nothing to do with the post 19th century nationalism and expansionism.
The elite of these empire was turkic and they were ruling over different people. In the 13th century aromanians made half of the population of this state.
Slavic was adoppted as slavic settlers increased more and more and the turkic elite didn't have the institutions to assimilate so many people.
