On one hand it is possible that some unexplained proto-Germanic features came from hybridising with its sibling proto-Baltic -- yet this explanation would not exclude genuine "Paleo-European" substrate/influence on proto-Uralic perhaps 8000+ years ago, and some research is indeed suggesting links between Pre-Proto- Finnic and Pre-Proto- Germanic...
http://www.hf.uio.no/ifikk/english/r...substrates.pdf re: agglutination, it is interesting but not too interesting -- z.B. agglutinative "Uralic-Altaic" might exist as part of some Eurasiatic genetic/macrofamily 8000+ years ago but non-agglutinative Indo-European would eventually descend from that macrofamily too -- meanwhile agglutinative Caucasian's relation is supposed to be merely aural/mostly unrelated to Eurasiatic groups.
