On one hand it is possible that some unexplained proto-Germanic features came from hybridising with its sibling proto-Baltic -- yet this explanation would not exclude genuine "Paleo-European" substrate/influence on proto-Uralic perhaps 8000+ years ago, and some research is indeed suggesting links between Pre-Proto- Finnic and Pre-Proto- Germanic... http://www.hf.uio.no/ifikk/english/r...substrates.pdf re: agglutination, it is interesting but not too interesting -- z.B. agglutinative "Uralic-Altaic" might exist as part of some Eurasiatic genetic/macrofamily 8000+ years ago but non-agglutinative Indo-European would eventually descend from that macrofamily too -- meanwhile agglutinative Caucasian's relation is supposed to be merely aural/mostly unrelated to Eurasiatic groups.

Germanic contact is certain with Early-Middle Proto Finnic in the region of Finnish Gulf, Estonia, SW Finland.

An interesting subject. Years ago I read that the pre-Germanic inhabitants in Norway were of dark complexion, and that remnants of these people could particularly be found in Western Norway. I am all the more eager to get a 23andMe test and see what shows.
