Of the outmost importance to a Buddhist is preservation of the Buddhist teachings. As Buddhism seeks the ultimate freedom, and voluntary action, freedom of choice are extremely important to a Buddhist, all those who are against freedom, wish to force their will on others, are undesirable in Buddhist society. Preserving Buddhist friendly, free, orderly society is in the best interest of Buddhism.
In Buddhs words "avoid associatng with fools/primitive minds."
So, I do not see why not. Preserving groups which are intelligent, prone to reflection, advanced mentally does not go against Buddhism.
