European is a cultural term. No one who lives in Europe or has citizenship in one its countries is European. I'll use your examples. White American and South American whites are not European. They're just Americans and South Americans of European descent. There's a difference. Anyone can be European. It doesn't matter what they're race,mixture or ethnicity is. European doesn't equal white.

West Asians,North African,mixed types can be seen as white,depending on what they look like. Most people in the real world don't care about haplogroups and ancestry that much unlike the people on this forum. Being considered white in the real world(or at least in my country) mostly has to do with looks. Anyone who has 10% and even 25% plus non-Euro ancestry can be considered white and seen as white or pretty much white by society if they look white enough. I've even seen Quadroons who looked white get treated like they were white even after letting people know they have non-white ancestry. If you're not half something and you look white or mostly white then its possible for you to be seen as white. I'm not saying those people are actually white though. In my opinion,10% Non White ancestry is the most someone can have.

I've nothing against North Africans, but they can be white?! It's reasonable to define white as being of European ancestry, otherwise you'd have to state a specific skin tone. It could be no darker than the darkest southern European.

You said that anyone from outside of Europe isn't European, I disagree. There are multiple definitions of that word, and here's one of them: A European is an individual who's ancestry roots are from that continent. Being outside of that continent doesn't necessarily qualify you as a non euro.

If you have ancestry stemming from that continent, you are considered European. You are a European American' you are an American with Euro ancestry.

Yes and no. Many East Asians are very light-skinned, but due to their very different facial features, they most certainly cannot be considered 'White'. Now, as for North Africans and Middle Easterners, many can also be light-skinned, but whether they can pass as some kind of European or not depends on their facial features. Keep in mind that Europeans themselves have different skin tones and facial features - not all Europeans have milky white skin and fine features. Here is a dark Norwegian for you:

Again, it depends on how you define 'White'. In terms of pigmentation, I'd bet it is easier to even find olive-skinned Brits and Germans than fair skinned Gulf Arabs. On the other hand, the ratio of olive-skinned Brits and Germans versus fair-skinned Iraqis is probably about even.

Look at Russia, they are White and the country ranges from the Borders of Finland and Norway to North Korea. Most Australian are of European descent.
