For example, Sofia - Kiev by plane is under 300$, more like 150-200 and even cheaper by car. Besides you don't need to buy a passport, you just need to pretend you're a long lost Bessarabian Bulgarian or a Pole and you can get easily a visa too. That's what some Albanians do in FYRoM.
