Hispania was probably the richer Roman province, and craddle of the many philosophers, senators, militars and emperors (the best in fact).
It is not comparable with the Balkans in any sense. The Romanization of both is the best proof. Language, culture, laws, architecture...

If you look at economic growth, then between 1991 and 2015 Poland has had by far the fastest economic growth in Europe.

At least the fast in the group of large countries.

In Communist times Poland was among the poorest of all Communist countries - that's because Polish mind is utterly Anti-Communism, Poles cannot live under Communism, they have not evolved to this system. Ukrainians were doing much better under Communism.

But in Capitalism Poles feel like fish in water, apparently. Of course not all, but the majority. For example in 1990 Poland's GDP per capita was only 46% of East Germany's, and in 2008 already 75%. In 1991 Poland's GDP per capita was only 36% of UK's, and in 2014 already 64%. In 1991 Poland's GDP per capita was 63% of Hungary's, in 2014 already 101%. Figures for Italy are 30% and 71%, for Spain 38% and 74%.

In 1991 Portugal and Greece had over 2 times higher GDP per capita than Poland, in 2014 they had the same as Poland.
