The most advance of the smaller European countries, under 20 million population
The most advanced, wealthy, with the most developed economies, standard of living, excellent universities, excellent infrastructure well educated work force. No other countries of similar size or even much bigger countries can match these countries outside Europe, maybe except New Zealand and Singapore:
Tier 1 countries:
Austria, Denmark, Belgium, Netherlands, Sweden, Switzerland, Norway, Luxembourg, Iceland, Slovenia, Czech Republic and Finland
Tier 2(countries maybe not on par overall with the above countries, but close:
Slovakia, Ireland, Croatia, Hungary, lithuania, Latvia and Estonia
Now the underdeveloped poorer smaller countries with undeveloped economies, poorer workforce, poor infrastructure, lower standard of living, less universities, and a lesser educated workforce and corruption. Many countries outside Europe could match these countries:
Bulgaria, Serbia, Greece, Macedonia, Montenegro, Kosovo(not a fully recognized country), Portugal, Moldavia, Bosnia and Albania
Only Serbia, Bosnia and Bulgaria have some manufacturing capabilities. Greece's railways was only modernized by Italian and German engineering just ten years ago with their first electric train, only one line electrified, mainly installed by Italian companies and has one of the lowest mileage of railways in Europe. Italy has had electric trains for 120 years.
