Neither France nor South Slavia/Albania/Romania are part of Southern Europe. Only the island of Corsica may constitute a case, but it is not an independent entity.

Though it makes most sense for South Europe to be Italy, Malta, and Iberia, to have Balkans as "Southeast Europe" and not count France at all.
