All these situations and deffinitions (most common interracial couples, what is considered white, etc) depend on where you live. Every country/city has its own characteristics and rules.

Well in my area Latin American whites are not seen as true whites.

I understand that ethnically speaking a white person with spanish accent won't be concidered "white" under US American standards. I lived in NYC for a few months and I was concidered white by non-whites, but was probably considered off-white by white locals when interacting with them. In Europe though I was concidered "white" everywhere, even when there is no such white concept like in USA. In Latin America if you look white you are white. It all depends on where you are.

The answer is obviously East Asians. I have looked at genetic studies of non-Mongoloid populations in Europe/Eurasia and Oceania, and the same thing holds true time and time again, from Western Europe to the farthest outposts of Slavic Asia, and from Kazakhstan to Timor and to Oceania: Everyone has a sizeable chunk of East Asian Y-DNA, and very little if any East Asian MTDNA. This is to say nothing of the ongoing exodus of women from Europe, Africa and elsewhere to China/Asia, a phenomenon sociologists are likely to officially describe in the coming years, probably as "the Great Migration" or something like that.
