This is a subgenre of psytrance that originated in Finland in the 90s (suomisaundi). It was originally somewhat similar to the kind of chiptune music that was produced in the Finnish demo scene, and it used to be produced using tracker software like FastTracker. Its overall sound is silly, funky, and lo-fi. Most of it really sucks though (lol). This song is from the year 2000:
