Are these people part Russian, what % of original Tatar would they have.
Do they identify as Tatar becuase of ancestry or is it the region they are from.
Do they speak a Tatar-Turkic language?

Tatars is not a regular ethnic group but a superethnos based on language and consciousness, some groups of Tatars are definitely white. I had a Tatar gf back in 2009-2011 and she told she would never be together with Mongoloid Astrakhan Tatar, but with Russian, like she sees those ones Mongoloid as some kind of Uzbeks.
