"Dark" in that statement originally referred to a man being mysterious (dark, unknown) & complex. Had nothing to do with colour of anything.

Swarthy skin + dark features = bad combination.

If you have darker features, such as dark hair and eyes, you'd look better with a pale white skin tone as this will make your already dark features not only even out, but stand out more.

This is the key to women's attraction towards men. Only assuming, you are not obese and already have good craniofacial structures in the first place, such as a good strong jaw and chin.
