This map is not meant to be taken seriously, like the majority of self-reported studies.
It is one thing to think that you are able to hold a conversation in English (even if you do not, this is self-reported after all), another thing is real proficiency.

i thought i was really good in english all throughout high school bc i was always the best of my classes... and all the teachers were impressed but now, idk if it's bc i don't practice speaking it as much as in high school, i got worse, or bc i was never that good to begin with and everyone around me was just so bad it made me look native lol

It still seems low for Greece. The percentage of people that have an officially recognised degree for English proficiency is higher than 59%, as shown in the image. In particular, there are two degrees that show the level of proficiency in Greece, and see of international outreach: C2 Cambridge English: Proficiency (CPE) and ECPE, provided by the University of Michigan and distributed by the Hellenic American Union. The first one is the one I gave, and is the less popular choice amongst Greeks. The latter, ECPE, is much more popular and given by the vast majority of students. It's by a vast difference the most popular for generations here. Almost everyone under 50 has taken these tests as a whole. And people until the age of 50 are the vast majority of the population as a whole (over 70%).
And, for the Netherlands, I believe the official proficiency levels cannot be only 70%, taking into consideration that English, along with German, are taught to all children, with the latter being a subject of choice, for decades now in official education. Same for Sweden.
