Because if we compare a group of Spaniards and a group of Portuguese, differences are not very big (except that I find Portuguese to be slightly more robust in terms of facial features).
On the other hand, Germany has more alpinised types than Netherlands and also some actually dinaricized people which is pretty hard to find among the latter. Not to mention that Germany has a far more numerous population which often includes people of only half German descent.

Germans and Dutch can diverge more due to baltoid and dinaric element on a part of the German population that is rare among Dutch. Also much more alpine pop. in Germany.

Spaniards and Portuguese.
Stereotypical German to me looks Subnordid/Alpinized, while stereotypical Dutch to me looks pure Borreby and more fair skinned then the regular German.
While with most Spaniards and Portuguese I often can't tell them apart.

Both in equal measure IMO.
Germans and Dutch are similar to each other phenotypically. But there are subtle differences. Same pattern with Spaniards and Portuguese.
