This is just a game so don't take it seriously.
I used the most common surnames in Germany, the United Kingdom, France and Italy according to Wikipedia. I didn't use surnames that were common in many countries (e.g. Thomas is common both in France and Britain).
Then I saw the frequency by country in South America & Mexico.
And after that I ranked them and gave them points according to the Eurovision system.
Here are the results:

1. Brazil = 154 points
2. Paraguay = 126 points
3. Argentina = 125 points
4. Chile = 111 points
5. Uruguay = 95 points
6. Bolivia = 87 points
7. Mexico = 46 points
7. Venezuela = 46 points
9. Ecuador = 32 points
10. Peru = 31 points
11. Colombia = 17 points
Details:
Biggest surprise is probably Paraguay coming in second place. Bolivia is also higher than expected, likely due to the Mennonite communities. The rest is pretty much as expected.
