Which US Accent Is This?

I'm just 10 minutes into watching this video about a psychiatrist who brainwashed her patient to do bad things. Where in the US is this annoying chipmunk-type accent from?

They have squeaky and high-pitched nasal accents (including the effeminate-sounding men) and speak only using their mouth region, rather than using both their throat and mouth to talk in order to create a rich variety of tones and sounds, so their speech sounds all on one level, flat, and robotic.

They sound like 3 year old chipmunks or like they've sucked air out of a helium balloon and it's irritating on the ears.
