There has been in the past a Norman political and historical identity (to a certain extent, even the tapestry of Bayeux refers to the Norman army as 'the Franks'), which in some ways is ethnogenetic, but there's never truly been a Norman ethnicity in how we think about it now. Certainly not into modern times.
