I think Beverley Allitt was the worst;- it doesn't get sicker than a nurse murdering babies and infants in hospitals... followed closely by Dr. Shipman murdering 250 of his patients.

Doctors are supposed to abide by the Hippocratic Oath and not harm their patients.

Doctors and nurses who betray their patients trust is one of the worst betrayals in society.

There's also been some absolutely horrific torturers and serial killers across Europe and America throughout the Victorian era and throughout history, including Countess Bathory and Gilles de Rais.

The Chilean serial killer Julio Pérez Silva, also known as "El Psicópata del alto Hospicio" (high hospice psychopath), acted between 1998 and 2001, in the northern Chilean region of Tarapacá. Working as Taxi Driver, he intercepted young women, offering them free rides, and after taking them to remote places, he rapped them, killed them with blows to their heads, and then thrown their bodies in deep abandoned mines. In my opinion, he is like a Chilean version of Ted Bundy:

Adapted and transleted online from news articles:

"Whale Bone (Osso da Baleia) Massacre" shocked the country 25 years ago.
One of the most horrendous crimes recorded in Portugal, the "Osso da Baleia massacre", occurred 25 years ago, when Vítor Jorge, a clerk, shot and beat dead seven people, including his wife and eldest daughter, and five more people who had participated in a birthday party in Guia, Pombal. Everything happened on the night of March 1 to 2, 1987, at Osso da Baleia Beach (Pombal) and Amieira (Marinha Grande).

Then he drove home, drawing his wife and daughter to a pine forest, where he stabbed them to death. One of the victims of Osso da Baleia beach was a cleaning maid at the Coimbra University Hospital, named Leonor Tomás, with whom he had an affective relationship.

To the massacre escaped Vítor Jorge's youngest daughter and son, and the injured girl begged her father not to kill her. He, tired and emotionally worn out, let her escape.
Vítor Jorge did not surrender to the authorities and was on the run for days, but was arrested on 5 March in the municipality of Porto de Mós. The confessed perpetrator of the multiple murder was then 38 years old and began in November of that same year to be tried by a jury court, which sentenced him, in legal terms, to 20 years in prison, which was the maximum penalty provided for in the Penal Code.

The trial was marked by a clash of theses about the personality of the accused, with the late professor and psychiatrist Eduardo Cortesão arguing that Vítor Jorge was "a severely mentally ill" and, therefore, unimputable, while the doctors of the Mental Health Center of Leiria, who examined Vítor Jorge after his arrest, ensured that nothing was detected in the sense of his inimputability.

The lawyer of the murderer, Mário Ferreira, even defended in court the psychiatric internment of Vítor Jorge.

An exemplary prisoner in the Leiria Prison, and later in Coimbra, where he would assist the mass as a sexton, Vítor Jorge was eventually released after 14 years in prison, benefiting from the amnesties approved during his captivity.

His release in October 2005 again shocked the country, this time for the alleged gentleness of Portuguese criminal laws, but the fact that the "Marinha Grande killer" or "kills seven" went to live with relatives to England, settled the spirits among the population of Amieira, who even feared the return of Vítor Jorge.

In England, Vítor Jorge allegedly led several suicide attempts, making his relatives apprehensive, but there is little news of the Portuguese homicide's daily life in the United Kingdom.

He later went to live in Corsica, where he now (Jan '19) died in circumstances not yet fully cleared.

reenacting the crime with the police:

I don't know if this is a good example, because he only killed two women, but just because he was just captured (recently) before continuing killing anyone else.

    This Venezuelan frustrated serial killer:

rapped and strangled to death these two girls in Turen, Portuguesa (Venezuela):

"El caso Alcàsser" one of the most famous murders in spain, netflix made a series of chapters. This documentary is subtitled to many languages in case anyone is interested

Miriam García Iborra, Antonia "Toñi" Gómez Rodríguez and Desirée Hernández Folch, known as the Alcàsser Girls (Spanish: Las niñas de Alcácer), were three teenage girls from Alcàsser, Valencia, Spain who were kidnapped, raped, tortured and murdered after hitchhiking to get to a nightclub in the nearby town of Picassent on November 13, 1992. The case became notorious in Spain due to the extreme brutality of the crimes, the highly criticized police investigation and the resulting media coverage.

The autopsies revealed the existence of seven hairs with seven distinct DNA profiles, none of them belonging to any of the girls or either of their alleged murderers, Antonio Anglés and Miguel Ricart. Of the two, Ricart was the only one jailed; the whereabouts of Anglés, still among Interpol's most wanted criminals, remains unknown.
