You almost got it right Rethel but the capital of Europe should be in its geographical midpoint and that is in Suchowola 53°34′39″N 23°06′22″E.

Number of frags is not the only thing to consider, when trying to figure out the degree of evil. I'd consider serial killer, who horrifyingly tortures, rapes and kills children for fun to be much more evil and depraved, than some big fish in a totalitarian regime, who kills people for political reasons and who has more frags than the former. That being said, both can be considered "evil", obviously.

But the plus of Królewiec is, that he is ethnically neutral today, and
easly can be made more multhiethnic without any harm for any group,
neither any group would be priviliged by the common capitalness.
And is quite at the middle of Europe.
