Mafia was almost eliminated physically or forced to move out of Georgia in last 15 years. They moved to Russia, EU, etc. In first five years they were throwing people massively to strict prison down there for any criminal connections, well, it worked.

I would go for our Balkan brothers Albania

It's still Balkan (old Illyria) and Adriatic, great climate, sand beaches and there are Catholics

Lithuania. I have Lithuanian citzenship and I am trying to learn the language. Also, out of the four options, it is the most developed country.

Lithuania quite easily. The culture, mentality, history and people are very similar to Poland. Furthermore, my paternal grandfather was a Slavicised (Belarusianised?) Lithuanian, from modern-day Litho-Belarusian border, so I have a genetic connection to the area too.

    Slavic (AD 540–1270) 64.0%
    Baltic (AD 260–540) 21.2%
    Germanic (AD 100–630) 7.6%

I would feel most at home in Moldova.
    Most familiar of these 4.

there is a kind of proximity with romance languages,it's fully romanised and latinised ,it's probably the less harder baltic language to learn, but the vocabulary it's quite hard

Moldova is no-no because landlocked and bad infrastructure and not in the EU - don't know how their visas function etc. Georgia - I've seen nice landscapes and all, but looks a bit unstable politically and far from any other place you'd want to go to, plus economically cannot compete with Lithuania yet, otherwise I think it should be similar enough to the Balkans 20 years ago.
moldovians are migrating in france, and around Paris like romanians plus they closed to ukraine, and it seems than they are not to happy to live closer to a war zone with the russian revendicated transnitria territory, i even have a small moldovian grocery with eastern european goodies in my small town owned by moldovians women, i even can find kvas ,than i haven't alllready tasted yet,by linguistic proximity is easier for them to came in france, it's quite recent since 10/15 years but i met a few ones, they are white europeans and they fit well ,i even met an old moldovian dude with an university level a long time ago

As a native Romance speaker, I don't see many similarities. Lithuanian is very hard to learn in my opinion, especially its declension system, which is very archaic.
