    No. L23(xM412) is Eastern R1b. It is not even L51+ (M412 and L51 is the same thing).

    L23(xM412) is probably mostly Z2103, but it can be also xZ2103 (at least some of it).

    Some part of Czech and Polish R1b belongs to Eastern L23/Z2103 branch:

    I don't see why it would be so different from Austria, in the table it appears with similar proportions of the major subclades with less U106. Maybe it's due to sample size and the regions tested. On the map in the op there are some variations.
