Do you base your views on movies or do you do any actual research? I know for a fact Italian-Americans make up only 1% of the US prison population, for example, which makes them highly under represented in the criminal world.

Roughly half the prison population in the US is Black with the rest being split between Whites and Latinos. If you subtract Blacks and Latinos from the US population it's one of most peaceful societies.

Take a look at Germany, which I'm sure you won't say is a criminalized society. What is your excuse for Albanians and Kosovar Albanians having such high rates of robbery, assaults, and murder? I don't exactly see the Irish or Italians high up on the list along side your cousins.

In most of Latin America, despite appearing as "decriminalized", you'll be given a relatively hard time by cops if found carrying/smoking it. 6-12 hours at the municipal jail will do.
