This version of the allele may have only appeared in Eurasia, after the ancestors of Amerindians had made it to America. So that would explain why Amerindians don't have it.

Some North Asians do have light-ish and yellow-ish hair, however. It is not so uncommon there.

Way before that. Theyve pushed it back to 20,000 years but there is suspicion that it goes back beyond that, and there is also circumstantial evidence indicating a human presence over 100,000 yeara ago, although it may have been Neanderthals or some other archaic, or both.

I doubt that would be the cause of their blond hair either way. If that would cause their blond hair, then amerindians should also be blonde. They look much to different to have such a recent origin with European blonde people.
