That's due to Viking's influence from Scandinavia. Celts are brown haired with fair skin. Look at France

At least half of western Europe was populated by "Nordic" types long before Viking period. Vikings in its turn were driven out completely from there, except northern islands (Hebrides, Orkney etc.) where stayed small remnants of them
